It’s the fabs that the us gov cares about though. You could end up with ex intel fabs producing AMD chips, with intel bankrupt.

I think there was an internal plan for Intel to split its design and fabrication departments into two companies like ten years ago.

They’re still talking about doing it if they can’t raise enough money to make it through the next R&D cycle. The deals with Nvidia and USA’s federal government gets them about half way there.
