This was the verdict on a case brought before her. Are you maybe thinking she just up and decided to do this? A judge may refuse to hear a case if they don’t believe it has merit, but they cannot bring cases of their own.
Or are you questioning the scope of the verdict? No idea on that.

Not OP, but pretty sure they are pointing out that the administration will continue to stall properly responding to court orders and do whatever they want anyway. So although it was very nice of Kathleen to say no to concentration camps, ultimately it probably won’t do any good. At this point we need the military to turn on him to really stop this. If they don’t do it then it will fall to the people to fight the loyalists. Something something frog in boiling water.

I think they’re more saying “will this have any actual teeth to enforce it”. Trump has made a routine habit through his life of ignoring the courts entirely when it suits him.
