I think they’re describing a market that allows for corruption like this to be done in near plain sight. You’re correct that it doesn’t inherently make the market corrupt, but it does make it exploitable by the corrupt.
If the UK government has known about this for a while and intentionally chosen not to do anything about it or set regulations/laws to prevent it from happening with corrupt foreign politicians using it to stash stolen money as real estate investments; then it’s up to the magistrates to determine if that counts as corruption and the legislators to patch the holes.
If neither happens, then it might be fair to say that the UK is corrupt, but it doesn’t sound like we have enough information to get to that point yet.
