Not OP but just to hazard a guess:
Alcohol evaporates quickly. It’s probably there for the same reason it’s used in dry shampoos and antiperspirants; to make something that sprays but drys into a power or thickens to a gel in a very short period of time.

UV protection is based on a mineral or chemical filtration aaaaaaaand I looked it up oil does not provide UV prot

Huh I thought since most are moisturizing that they were basically lotion with extra sun protecting ingredients!
