It’s either underwear (as in something that needs something on top of it, not an outer wear) or sportswear, there are women designs that are appropriate to wear outside in casual setting they are ‘just shirts’.

It’s not, though. Shirts have sleeves. Shirts cover the chest, armpits, and shoulders. Tanks are at best athleticwear and at worst underwear.

There are styles of tanktops that are meant to be undershirts and I think that would be inappropriate, though I think just because it feels like you’re half dressed. It would be weird to just wear an undershirt out in public.
But there’s plenty of tank tops available now that aren’t like that and I think those are fine.

Henleys and tees were traditionally undershirts as well. Fashion evolves. I would never wear a tank top outside of the house myself, but it’s still a shirt. Maybe a little trashy to wear in college but also, it’s where a lot of people test social norms to find their style. I’d say it’s fine.
