If I can set it up so my children control the last source of fresh water in the area they will be powerful and envied. My lineage will continue far into the future.
Yes working cooperatively would be beneficial but most people prioritize themselves.

That’s my point. It’s very difficult to ask people on an individual level to prioritize the environment, which is why it woukd require societal cooperation
