Taxpayer funded slave market. The taxpayer feeds them, clothes them, houses them, pays for the guards etc… THEN the elite get to use them for their discount labor.

During the Civil War, pro-slavery forces were actively looking to models like those used in Hawaii (sugar plantations with “contract” labor) and realizing they could put a shine on slavery while making it more lucrative for themselves. It was all over old newspapers, if anybody read those.
