I think it’s a matter of scale. Electrocution of line workers, the home owner or renter should be prevented by an automatic disconnect switch. Without that switch you could have power on the pins of the plug, and that would be very dangerous.

You can’t use a normal dimmer to control a fan. I searched for “fan controller 110v” on AliExpress and found some for <10€, but I don’t know which of them are good.
