Corruption is a big reason. Mexican government leaders tough on the cartels tend to end up dead
‘Just try it’-cartels
They have as good or better weapons as the military at times. They have a stranglehold on governments, from the small town mayors to the capital.
Wait, the cartels did something shady? Who’s left to trust these days.
