Anytime a website wants to store more than 5MB of data safari asks for your permission first. This page talks about a bug in webkit where it miscalculates how much storage is being requested:
bugs.webkit.org/show_bug.cgi?id=202137
Some people say that deleting all the storage for the site in question in safari settings -> privacy -> manage website data will fix it. Be prepared to log in again after deleting the data.

I don’t know why one would ask Apple when the issue is specific to a single domain. Asking the owners of the domain seems most appropriate to me.
Why do they ask for anything under 15Eb? I dont want to be asked for anything less then the entire Internet…

If I could have David Attenbogough narrate my life (and I could hear it), I’d take that. Imagine how much more interesting mundane tasks would be!
