Quite simple: They refuse to leave and Cuba can’t make them.

That’s what happens when you just click through - you have legally agreed plus agree to binding arbitration for all future disagreements , in a venue of their choice.

The US took the area by force during the Spanish-American War, and then signed a “lease” with no end date with the Cuban government at the time.

I bet every time Cuba says they want to take it back, the US says “Yeah? You and what army?”

The American government sends the Cuban government a check every year for the “rent”.

Unless something has changed, Cuba has never cashed a rent check, because they don’t want an American base.

It’s incredibly fucked up, but it’s the only A&W combination Taco Bell in Cuba

It is an acute example of the whole world’s problem with American military bases on foreign soil. They want them to leave but can’t make them.
