This episode was less intense on the dialogs, and had much more action than the previous one. I do not remember why Motoko’s hair changed color.

Holy shit, I didn’t even realise until you mentioned it.
They were going to meet a military commander from another country, Aramaki can be seen talking to him right after the bombing. The hair color may have been a disguise, in case he couldn't be trusted. He did say his military has all kinds of unsavory ties with drug cartels and mafia.
