Not on sync yet. But if you goto lemmy.world in your browser and login in, you will have the option to create a community. It’s even easier to see the option if you switch to desktop mode.

No clue, never used an app to browse such sites.
Still, I don’t see why they shouldn’t be visible, if you browse same site/same content on the app.
