Both of them were commanders in the KMT during thr Chinese civil war. Huang Wei was the commander of the 12th Army Group and was mostly an administrator. Yang Botao was his subordinate and a field commander.

Huang Wei had veen nominated as the commander of the 12th as a sort pf compromise. He chose to ignore Botaos advice to retreat and the campaign ended in the destruction of the 12th AG, about 100k men. Whether Botaos tactic would have helped is debatable, the KMT logistics and command coordination were collapsing around them.

The meme itself is sort of true though, apparently his words to death on the comic were his more or less his last recorded words to a journalist.
