It did but if you check the OP link as an example, some U.S. states have been passing laws to try to regulate social media (because allegedly lots of children are exposed to NSFW content via social media platforms)

Typically they'll set up the laws with a floor, because otherwise some kid setting up phpbb would need age verification and that's not gonna fly.
