  No, in the episode Starship Mine a bunch of criminals want to steal the Enterprise while it’s getting deep cleaned via some deadly beam.

  Picard is the last staff on board and pretends he’s the barber Mister Mott when spotted by the evildoers. While escaping and sabotaging the crminals’ plan, he uses the neck pinch against one of the space gangsters portrayed by Tim Russ, who also played Tuvok in VOY.
