Not sure about Qatar specifically, but I recall that the GCC states have a deal where the US doesn’t launch attacks from them.

They only limit it to direct attacks from the territory. They allow establishing supply chains, aircraft re-supply and radars for intellegence gathering, etc. Also, I don’t really believe them. As was leaked earlier in the war, Saudi Arabia was pushing US for the attack in the first place. More specifically Mohammed bin Salman was persoonally pushing for it, while his own advisers were undermining him by pushing against it.
