      I’m not sure if they do. Concerned the way the Trump Administration operates it’s very possible they would just declare one and start drafting people. Any lawsuit would take years to happen cuz the Supreme Court would push it back.

      Although even if they did have to I’m not sure if that would be an impediment. Every single Republican will vote for whatever he tells them to. So it could pass in the house. As for the Senate if Trump gets rid of the filibuster as he seems primed to do right this moment then it would be easy.
