Nah, to partisan. Id agree with, if your representative doesn’t vote in the war time resolution to not go to war, then you are added to the draft list. Doesn’t matter if you are a Republican, Democrats, independent, or didn’t vote. It would make the representative actually have to represent their constituents, and face the wrath of their constituents if they go against them.
