It doesn’t have to. Both can be used interchangeably but one doesn’t always necessarily mean the other. en.wikipedia.org/wiki/Pop_music has a really good outline on the history and why “pop music” is a sub genre of “popular music”.

You’re right and also wrong. It’s a genre defined by being meant for an audience as wide as possible. It evolves over time. Trying to be popular is like the entire point of pop.
