Its a very comment meme with neo Nazis and white nationalists. They are the only ones I see mention hyperborea. This explains the usage if you skip over the explanation of what hyperborea is knowyourmeme.com/sensitive/memes/hyperborea

Sigh of course it’s a Nordic thing. I should have guessed. White nationalists also love other Heathen/Norse symbolism.
