  Asking as have seen way too many say it totally only means the bad ones especially when talking about areas they believe everyone in the area are fair game

        Yes those are my words. I never said anything about attacking civilians. Maybe I should have elaborated, but I was talking about hitting Moscow and St. Petersburg. The other guy was talking about civilians.
