I honestly don’t remember. When I saw I was locked out of content I uninstalled and never buying another game or using PC Xbox Game pass.
When did that happen? I thought the paid DLCs were the Hot Wheels and Rally expansions, plus the car packs. I don’t remember them locking out previously free content…

They’re lying or somehow completely misinterpreted what they saw in game. At no point did they lock base game content behind another paywall.
