They are supposed to put your deposit and last month’s rent in an escrow account. But the shadier US landlords never do.

That’s all landlords. They never follow the law because they have significantly more power over the tenant. I don’t think I’ve ever gotten a security deposit back in full in the dozen or so apartments I’ve lived in, they always have some slimy excuse for it.
