It’s not Trump, it’s whomever is whispering in his ear.
Trump and the Trump Administration are the same thing. Just assume if someone talks about one, they’re talking about both
Fair enough.
Though OP did use “he” repeatedly. “They” would be a better pronoun to use to refer to the whole administration.
