I don’t think you will easily find an option that lets you build free form html pages (even Hubzilla limits that quite a bit), but since everyone seems to just put our random recommendations, have another one: elgg.org
Elgg is an oldy but goody, and they recently added ActivityPub federation via an plugin (which I have not personally tried yet).

Yeah, and I think it’s sort of either-or with free form html and ActivityPub plugins. Which is what I expected since Wordpress isn’t an option, but I just wanted to be sure I wasn’t just assuming too much. Oh well, worth an ask at least.
