I’m no big fan of Russia, but the paper does read as strong propaganda. Any country with a slight conflict risk -and russia is at war- should prepare for internet shutdowns. It’s no shocker they advise to be ready to get the cash out.

propaganda does not mean lies.
when BBC persian (media arm of government of England under command of foreign minister) says something about my country (Iran) it doesnt have to lie to spread propaganda.
you can see it in healines.
when Iranian say some thing the source is before the info and it usually say something like: Iranians claim that “usa attacked them”
when jewish Isis kills Palestinians and then claim that they are khamas members, then BBC title will be : “hamas members killed in missle attacks , israel claims.”
you don’t have to lie to deceive people.
