The amount of damage that man had sinyce to the world is incalculable, and yet he has faced no consequences beyond an occasional fine.

That said, if it wasn’t him, I’m not sure some other ghoul wouldn’t have done the same thing. He’s a product of our fucked up system, not the cause of it.
