Yeah that’s the thing. They may be more violent but are they able to maintain stable control over the country? Might dissolve into chaos anyway.

You know, the IRA told Margaret Thatcher after a failed assassination attempt something to the effect of “You have to get lucky every single time. We only have to get lucky once.” Which made me realize that these heads of state don’t actually want to kill each other, that’s never the goal these days - because if you really want that person dead, there are so many ways to do it. Eventually, you’ll succeed.
Putin has enemies, but none of them are serious enough.
