How is that not possible that something that lots of people do can still be illegal? Doing 1mph over the speed limit is also illegal.

Coming to a complete stop is illegal, yes. The overwhelming majority of drivers do not do this. As a result, drivers do not expect it. Doing so increases risk of being rear-ended and can cause road rage. A self driving car is wrong, technically, in both cases if it does or doesn’t come to a complete stop. At the end of it I would side with what is legal which is what FSD does now as a result of the recall.

The reason it did not come to a full stop before is because the whole system is trained on human drivers. And thats how human drivers drive.
