Does peertube actually host anything or is it just a frontend? All I’ve ever seen people linking to it are videos from YouTube, using PeerTube as the interface.

PeerTube is a video sharing platform, just like YouTube or Vimeo. Videos you watch on PeerTube is hosted on a PeerTube instance.
