Africa is a HUGE continent, with a lot of very diverse countries, which all have their own motives and stratergies for dealing with their mobile network infrastructure.

You don’t have to be a pedant to treat countries with respect.
Have you even read the wikipedia articles about telecom in the different countries?

Because you’re treating every country as one thing.
As a westerner, even I find that demeaning and offensive.
Every country is its own thing. So even your question is crap, because you’re asking about a continent when it’s a country-level question.
Even asking this of the EU would be meaningless, and at least they have a more common plan about things than an entire continent that doesn’t have a single government (not that the EU is a single government, but it enables engagement and joint planning).
Plus, the info you want is easily found on Wikipedia or a simple search.
