Didn’t it also max out at something ridiculous like 8.6? To “keep room for better hardware in the future”?
it maxed out at 5.9 at first, then it was raised to 7.9 for Win7 and 9.9 for the rest. TIL it’s still a thing, I thought it started and ended with Vista: en.wikipedia.org/…/Windows_System_Assessment_Tool
