They’re probably referring to § 86a StGB, which makes it illegal to use symbols of unconstitutional or terrorist organisations.
Symbols explicitly covers flags, badges, uniform patches, slogans and greetings (for obvious reasons).

Isn’t that self contradictory? If you hate Nazis, why would you hate the censoring of Nazi imagery?
