Maybe I misinterpreted your comment, but I thought you were saying that Trump basically purposefully leaked the comments to sound tough on Putin, but wasn’t actually planning on following through at all, and instead was planning on actually helping Putin instead but purposefully didn’t leak that part. I compared it to a similar recent situation.
