Hoo boy. Ok, I did some digging.

TNO is a mod for the Hearts of Iron IV. A WW2 Grand strategy game produced by Paradox Interactive (also known for Crusader Kings).

So this is niche upon niche upon niche. If other people know of this guy, it’s probably not from this fan mod.
