For those wondering: King of Prussia would imply that the monarch would claim power over enire Prussia, i.e. not just the part belonging to their Duchy, but also Polish Prussia belonging to the Crown of the Kingdom of Poland. Thus, Frederick I chose the title King in Prussia when promoting his duchy to a kingdom
After the first division of Poland and acquisition of Polish Prussia (Western Prussia) in 1772, Frederick II titled himself King of Prussia.
