Heltec is~$20, though if you prefer something more ready to go, [T1000-E]seeedstudio.com/SenseCAP-Card-Tracker-T1000-E-for…) is ~$40 (can probably find either cheaper elsewhere)
I know that most of the gadgets are text based but is there something in the short voice memos niche?

I dont believe so - LoRa is more designed for small (think tweet) text messages.
For voice, probably just want walkie talkies (since they were designed for that)
My guess was that short msgs could be compressed and exchanged. WTs are for realtime comm.

The data rate is too low - youre talking about <300 bytes per transmission
