By the way, reading that thread from April about Cloudflare verification, I wonder where this setting can be found? Or is it specific to Windows versions of the browser? Searching the settings I just don't see anything similar to "Report Browser Brand as..." anywhere.

The test at turnstile went well -- no problems. I tried opening the site that caused me such problems yesterday, and lo and behold -- the site opened! Yesterday, opening this site was impossible, whtever I did: turning off the VPN, turning off ad-blocker and other extensions, allowing third-party cookies -- nothing helped. Today Cloudflare test went with no problem. I don't know what changed, since between yesterday and today there were no updates to either Vivaldi or to any other package that could have affected it.
