Note that Forgejo does not run the jobs, it relies on the Forgejo Runner to do so. It needs to be installed separately.

And:

As of Forgejo v1.21, Actions is enabled by default.

So yeah. it depends on how you look at it. For me it means it’s part of Forgejo.
