make sure the usb hdd enclosure bandwidth is enough you will probably need usb 3+ speeds.
if you have enough space you can setup a transcode cron for new videos to create different resolutions of the same video
Jellyfin supports multiple versions
that way you don't have to transcode live, that of course requires to know which versions are adequate for the clients beforehand.
