- A variety of your other factors likely have significant overlap with each other.
- 1% mutual interest after already matching on many crucial factors is also exceptionally pessimistic estimating.

There are already buildings there and between zoning, tearing down existing buildings, building height limitations, moving tenants out, and possibly no net gain in units after new buildings are constructed what is accomplished?
