The propaganda should emphasize loyalty to the Empire without appearing overtly indoctrinating. Simultaneously, we can draft legislation that provides the appearance of regulating the content, which would allow us to maintain oversight while not raising undue concerns. This approach will help us continue shaping the youth’s allegiance to the Empire while avoiding potential backlash.
