It does, but it’s really not a good package manager especially compared to pacman. I have had it routinely break the path of some executables it updated, I always need to restart it after it closes the terminal when it updates it, and it sometimes just launches the updater of the app and you still need to click through the dialog boxes.
It is more convenient than having nothing, I guess, but it always takes much longer than a pacman update. And it sometimes fails for no apparent reason.
That being said, the person you’re replying to may end up having a nasty surprise if they keep doing pacman -Sy instead of pacman -Syu. That’s at least one problem that you probably wouldn’t have with Winget, admittedly.

I’ve moved to England 5 years ago. I can confirm a worrying amount of people don’t care for food at all here.
Instead of a nice meal, when they want to enjoy a convivial moment, they burn shredded black leaves in boiling water, add milk to it to cover the terrible taste, and call that tea. And if you don’t ruin it in the exact specific way that they designed, they get angry (but they don’t understand why e.g. Italian and French people are so particular about their traditional recipes).

Microsoft still riding the high of replacing the Super key with the Windows key back in windows 95, and trying to replicate it.
There was an “Office” key instead of ctrl right only a few years ago, which was a total fumble. Here’s hoping the same fate awaits the copilot key, that’ll make for fun stories in tech museums in a few years.

I also find KDE to be a real mixed bag. Every time I have tried it, thinking “maybe it got better”, it has ranged from being a bit buggy to “holy shit this is well broken”. I may just have been really unlucky but I have been burned too many times and now avoid it altogether.
