The fact that you want 2 seperet VPNs one for management screams illicit activity, or atleast like you are selling residential proxies.

I would be tempted to to say yes so I can get the SD card, but it would probably just be “nothing to see here”

100% agree also asking for a roundevous network makes it very suspicious

That or AI scraping. (There where TVs with software where developers sold it as a recedential proxy)

Honestly i feel like i would trust a custom application for this more than random hardware.

Something like Cloudflares warp bit for this where the hoster approves what you get access to.
