Considering that it’s an extremely important city for many varied reasons, as well as having enough of a static population plus substantial tourism, it’s not a big stretch to include everyone so that they could be aware. Friends, family, tourism, the arts, ports, etc. are all integral to NYC, and it connects people across the globe.
Just look at 9/11 and the global aftermath.
