  Russia, China, and North Korea are states with nukes pointed at the US. The US has nukes pointed at them as well, of course. There is the possibility for weapons (conventional or otherwise) to be deployed closer to the US as well by many states. I’m not saying I agree with spending money on this nor the message it sends, but the idea is not completely baseless.

  Alcatraz is about messaging and symbolism, not any practical purpose. We already have a highly developed and funded prison industrial complex with very effective supermax prisons that prevent escape. Alcatraz was notorious for its cruelty, though I’m pretty sure it was the last location of a “successful” supermax escape in the US. Alcatraz was shit down for a reason, and it wasn’t due to any humanitarian concerns.
