I assume community creation is blocked because people have no sense of constitution and “take the piss” by creating communities that are wildly irrelevent to infosec.
As a first step, the infosec orthoganol communities could be switched to announcement-only to prevent future posts from users. Not locked wholly, so that the moderator can announce the new home.
