This is an instance created as staging environment for voyager, as mentioned here
But looks like it is blocked in programming.dev, because of which I can’t access it while being logged in to programming.dev instance.
Update: made !test@programming.dev and hid it from the feeds for an in-instance testing area

The testing instances were all blocked so that test posts didnt start populating the feeds
the voyager instance also has no relation to the voyager app

its named after the tv series star trek voyager. theres also enterprise.lemmy.ml named after star trek enterprise
