On 13 August, Israeli occupation forces (IOF) assassinated Gaza Governorate’s civil police chief, 43-year-old Jamal Mahmoud Abu Kamil. His vehicle was targeted by a drone, which fired three missiles, while travelling on al-Rashid Street, southwest of Gaza City. Two other Palestinians were reportedly wounded in the strike.
‘Israel’ uses accusations of Hamas membership yet again as excuse for assassination
‘Israel’ has claimed, with no evidence as usual, that Kamil was a 7 October Hamas commander. In a social media post, the IOF said:
the terrorist was eliminated from the air to remove the threat.
Gaza’s Interior Ministry confirmed the killing, saying the Israeli occupation was wanting to:
create chaos within Palestinian society.
In a statement, Hamas said the killing:
Represents a continuation of the brutal crimes committed by the occupation against our Palestinian people, and a continuation of its despicable, fascist attempts to sow chaos and lawlessness across the Gaza Strip.
It claims the Israeli occupation’s policies are aimed at perpetuating:
the war of extermination, deepening the humanitarian catastrophe in Gaza, and plunging it into chaos- which all constitute a fully-fledged war crime.
Gaza’s police have been playing a vital role in the every day lives of residents. They help to regulate traffic, escort aid trucks, protect markets and bakeries, and prevent theft. But the Israeli occupation has attacked and killed them while they are carrying out these duties.
‘Israel’ committing war crimes yet again
Under international humanitarian law, police personnel are civilians who are protected against attack. Targeting police personnel for performing ordinary law enforcement and policing functions is a war crime. The UN Human Rights Office states it is concerned about the occupation’s conduct of hostilities in Gaza. Not only do:
Israeli forces apply no distinction between police personnel and fighters belonging to armed groups in Gaza.
They also systematically fail to
take constant care to spare civilians and civilian objects in its conduct.
According to the UN Human Office:
The pattern demonstrated disregard for civilian lives, including that of police personnel, with several strikes taking place in crowded areas, killing, in addition to police personnel, internally displaced persons, children, and prison inmates.
The Israeli occupation is targeting police personnel to deepen the state of chaos and instability in the Strip. These conditions could then easily be exploited by armed militias, and would undermine any chance of stability in Gaza.
Less that three weeks before Abu Kamil’s assassination, the director of the North Gaza Governorate police, [Abdel Nasser Mohammed al-Maqadmeh](governor of the northern Gaza Strip. He was killed in the Sheikh Radwan area north of Gaza City), was the target of an airstrike on Gaza City’s Sheikh Radwan neighbourhood. He had served in the Palestinian police since its establishment in 1994 and previously led the Jabalia refugee camp police. Al-Maqadmeh’s killing followed ‘Israel’s’ assassination, two weeks previously, of the director of the Jabalia Camp Police Station, Yamen Obeid. Six other police personnel were also killed as a result of the drone strike.
Gaza’s police “deliberately and systematically targeted” by Israeli occupation
In March 2026, Ismail Al-Thawabta, Director of the Government Media Office in Gaza, told the Gaza Herald that the IOF has:
deliberately and systematically targeted Palestinian police officers since the start of the genocide
Thousands have been killed by the Israeli occupation since October 2023, and it continues bombing police checkpoints and vehicles, and assassinating personnel. The occupation has now rejected Trump’s Peace Plan for Gaza. And it is refusing any withdrawal from the enclave. This is happening at a time of planned discussions about transferring authority to a new Palestinian body.
According to Gaza’s Ministry of Health, as of 14 August 2026, 1260 Palestinians have been killed, and 4154 injured, since the ceasefire agreement on 10 October 2025. Since the start of Israel’s genocide in the Strip, the overall death toll has reached 73,389 Palestinians. 174,266 have been reported injured.
